Management Plan

The Heart of the Civil War Heritage Area Management Plan was adopted and made a part of the comprehensive plans of the Carroll, Frederick and Washington counties in 2006. Likewise, the municipalities of Hampstead, Manchester, New Windsor, Sykesville, Taneytown, Union Bridge, Westminster, Brunswick, Burkittsville, Emmitsburg, Frederick, Middletown, Mt. Airy, Myersville, New Market, Rosemont, Thurmont, Woodsboro, Boonsboro, Hagerstown, Hancock, and Smithsburg have adopted the Management Plan. The plan provides an overview of resources and opportunities in the heritage area, as well as goals and priorities to advance the Heart of the Civil War Heritage Area mission. Additionally, Target Investment Zones (TIZs), a designation indicating high potential for enhanced visitor services, are described and procedures for activating new TIZs are included.

Nonprofit organizations and local governments (those that have adopted the Management Plan) within the boundaries of the Heart of the Civil War Heritage Area may apply for Maryland Heritage Area Authority project grants and Heart of the Civil War Heritage Area mini-grants. All proposed projects (non-capital and capital) should align with the goals and priorities described in the Management Plan. Additionally, proposed capital projects should reflect TIZ action plans.
